Project in Focus - Oakland International Airport Tank Farm S

Located on the outskirts of the Oakland International Airport, the Tank Farm S project is a new maintenance and administration facility for the Oakland Fueling Commission's on-site fueling contractor, SWISSPORT. Bordered on three sides by federally managed wetlands (adjacent to the San Francisco Bay) the previous facility was built in the early 1950's. The site housed a total of four above grade jet fuel storage tanks and an additional series of four below grade fuel piping that partially extended underwater, across the Bay, to the San Francisco Airport. Over time, these aged facilities began to breakdown subsequently requiring the now in progress Tank Farm S.

The project improvements include above ground jet fuel storage tank demolition, below ground piping removal and disposal, removal and handling of contaminated soils, site grading, new administration and maintenance buildings, fuel transport unloading and loading rack, hydrant cart test stand (mechanical piping), relocation of storm and contact water treatment system, paving and spill containment/recovery system, fuel piping, fuel recovery system, structural pipe supports, contact water disposal system, water main extension, underground liner for new administration building, MEP, power distribution system, cathodic protection, new site lighting, security fencing, motorized gates, offsite utility extensions, below ground concrete containment structures and new jet fuel piping/electrical to airside fueling station. Airside fueling work required security clearance and coordination with TSA.

From the original pre-construction meeting to current construction activities, there has been a dedicated team approach to achieving a constant work stream and minimize issues or delays. Utilizing something as simple as open communication, we have found that we can solve design problems relatively fast and follow up with paperwork to establish the paper trail. Working with the OFFC (led by Southwest Airlines), Argus and SWISSPORT has been a refreshing experience for our project team. Disputes are minimized, change orders are processed timely, applications for payment are issued quickly and the work site atmosphere is positive.
